Understanding the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)

Introduction

The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is a landmark social welfare initiative introduced by the Government of India. Launched in February 2006, this scheme promises 100 days of wage employment per year to adult members of rural households who demand work and are ready to perform unskilled manual labor. Initially termed the National Rural Employment Guarantee Act (NREGA), it was implemented during the tenure of the UPA government under Prime Minister Manmohan Singh, though its roots trace back to an initiative by Prime Minister P.V. Narasimha Rao in 1991.

Reasons for Implementation

  1. Rural Poverty and Unemployment: MGNREGS aims to alleviate rural poverty and underemployment by providing guaranteed work and wages to rural populations.

  2. Seasonal Unemployment: With most rural livelihoods reliant on agriculture, MGNREGS provides employment during off-seasons, ensuring continuous income.

  3. Rural-Urban Migration: By offering employment opportunities in villages, MGNREGS discourages rural-urban migration, maintaining agricultural productivity.

  4. Droughts and Natural Disasters: The scheme offers critical income support during droughts and natural disasters by providing employment.

  5. Women Empowerment: MGNREGS mandates that one-third of employment opportunities be reserved for women, promoting economic independence and workforce participation.

Implementation of MGNREGS

  1. Water Conservation and Drought Mitigation: MGNREGS funds have been used to build water harvesting structures such as trenches and canals, aiding rainwater collection and soil erosion prevention. In Rajasthan, "kunds" (ponds) have been constructed for irrigation, enhancing agricultural productivity.

  2. Infrastructural Development: The scheme facilitates the construction of rural roads, bridges, and other infrastructure, improving connectivity and access to markets and services. For instance, in Uttar Pradesh, rural roads built under MGNREGS have connected remote villages to towns, bridging gaps in education, health, and market access.

  3. Rural Sanitation and Hygiene: MGNREGS supports the construction of toilets and drainage systems in rural households, improving sanitation and hygiene. In Odisha, the scheme has been instrumental in building Individual Household Latrines (IHHLs), significantly enhancing sanitation coverage and practices.

  4. Land Development and Soil Conservation: Projects such as tree plantation and soil bunding under MGNREGS aid in soil conservation and environmental protection. Tamil Nadu has seen massive tree plantation drives, contributing to afforestation and climate change mitigation.

  5. Asset Creation with Livelihood Improvement: MGNREGS funds have been used to build community centers, schools, and livestock sheds, strengthening social infrastructure. In Maharashtra, Anganwadi centers constructed under the scheme provide safe environments for young children.

Success Stories and Studies

- World Bank, 2008: Highlighted MGNREGS as a cushion against economic shocks, reducing vulnerability to poverty.

- Institute for Human Development, 2008: Showed that MGNREGS reduced seasonal unemployment and provided income security, deterring distress migration.

- CMIE, 2017: Identified issues with wage delays and job provision under MGNREGS, indicating areas for improvement.

- IIM Ahmedabad, 2013: Noted increased workforce participation and bargaining power among women due to MGNREGS.

- Ministry of Rural Development, Government of India, 2019: Confirmed the achievement of one-third reservation for women in employment under the scheme.

- NIRD, 2010: Reported improved infrastructure and agricultural productivity from rural assets generated under MGNREGS.
